There is one point in the game, and one point only when the player needs the scanner room, and that is the instant they jump into the water for the first time. By that point, a scanner room is just a frivolous expense that makes your base a bit cooler.

Once you even find the fragments (which can take many hours depending on a new player's luck) you already have a pretty good idea of where to find everything. By the time you get the scanner room, it's little more than a novelty.
